Keep stable steps as skills, put small tools on the app desktop, and use a workflow when the path has many stages.

Skills: teach the assistant how

Inventory checks, report exports, fixed API steps. Data skills pair with predefined queries. You can also improve a skill through conversation: draft → preview → confirm.
